~5psi is "wastegate pressure", ie your MBC is not doing anything but directly connecting the wastegate to the charge pipe. If you just took the wastegate hose and plugged it into the pressurized section of the intake with no boost controller whatsoever, you would get the exact same effect....

IMO, the legacy isn't really that competitive even in P4 anymore, what with WRX's and STi's getting ecu remapping and still staying class legal. You might as well build the best car you can reasonably afford and then go have fun irregardless of class.

Why not just buy a usdm WRX motor for a couple thousand and drop that in? Exhaust + tune gets you ~270hp and you pretty much have OEM stock reliablity.
