rusted floor pan

So I got a great deal on my 93 tw and upon closer inspection, I have 2 roughly fist sized hole in my passenger floor pan... anybody have a quick easy fix or any ideas? Eventually I'll pull up the carpet and weld in some sheet metal, but that most likely won't be for a bit. So I'd like to do something to minimize further damage until that happens.

Are the holes rusted through to outside?

Maybe find a rubber plug? or some rubber weatherstripping/ molding (the kind that goes around the door) to fill the void?
