More throw out bearing problems?

Once again I believe I am having tob issues. The other day when I put the car in reverse the clutch went down but only cam up about an inch before it engaged. The pedal stayed down until I pulled it up with my foot but it shot back up like normal. I'm assuming this is a tob issue? Just want to check so I'm not doing more work than I have to

Sounds more like air in the system or an issue with the master or slave cylinder.
