Power loss when it rains

I am getting ready to sell my 91 leggy turbo and I have ran into a issue. It seems like when it rains that the car will go through a spell of power loss. The vaccum drops to about 10 inches and when I put down the throtle it sputters. No CEL is on during this but when I shut the car down and come back to start it some times the CEL will be on for about 20 seconds with a high idle and will try to die if I put down the throtle. Then after 20 seconds the CEL clears and it returns to running fine. Is this a safe mode from the ECU? Any help will help me.

Maybe bad wires and plugs.

Cracked knock sensor.

The knock sensor was changed just 2 years ago. I took out the scoop pan and I was thinking that water could be getting on some thing. I tapped into the o2 sensor wire for my narrow band and rapped it in electrical tape. Could water fall on it and cause these problems.

I figured it out. I ran the car for a minute and everything was fine then I poured water on the electrical tape for that connection and bam, the problem came back.
