You're bumping a lot of really old threads my friend. Good on you for searching, but keep in mind the relevance of outdated info and thread bumps.
In the case of RevTronix, they came out with a product, worked on it for a bit, then fell off the face of the earth. They've been gone for years.

Is revtronix the only place that tunes OBD1 based subarus? I seriously need the help of someone who has done and can do again. Also within a few hours of central VA would help too.Another option if you're close to Vancouver, is to bring your car and get a custom tune done by Revtronix.

the reason I bumped this thread (again) is because I dont know the history of a lot of the development efforts in obd1 electronics...never cared till I started playing with legos. So I am in a relevant topic and asking questions...is it better in some way to start new threads for which there are already existing threads and ask my questions there?

Revtronix doesn't exist anymore, that's what we're saying.
Your easy options for the Legacy turbo are:
RobTune EJ20G ECU, no tuning possible but can be set up for common mods
ESL Board for live tuning
EJ20G-specific plug-in aftermarket ECUs like the PowerFC
Aftermarket standalone ECU like Link, ViPec, Haltech, MegaSquirt, etc.
An N/A ECU is close enough to a turbo ECU that any of the above options can be made to work on an N/A car with the addition of just a few wires to the engine bay and swapping of a couple others at the ECU plug.
Check out this diagram and compare the small differences between turbo and N/A:
