Update: I figured it out! The hill holder cable, which I thought was used to make the clutch fork return, well, isn’t needed. I discovered the clutch returns on its own. The hill holder cable is not required for normal clutch operation. Now with it removed, my car is fully able to drive as expected!...

It turned out I just forgot to put the gasket on one side. Put it in, torqued to spec, all seems well now!

I’m having an issue with my hill holder now though. It’s the only issue still holding me back. I posted about it in the Drivetrain section if you’re able to help!

It’s not around any of the holes for oil or anything, it’s just in the middle of the head in the thickest metal bits. So I’m not super worried about it.

Update! While I have the engine out of the car, I decided to pull my whole exhaust to figure out where the trouble spots are. It’s not looking great. Unfortunately, being unemployed and that I only paid $400 for the car, I have a hard time justifying spending the $200 it’ll cost to have the heads resurfaced. I’m doing it by hand with sandpaper, some straight edges and a feeler gauge. They’re both warped only about .001”, though the left side head...

Thanks for all the input. I’m very much not an electrician so I’m trying to be careful and educated before I start doing stuff to it.

The tires are the stock 14” size, I think something like 185/60? Whatever it suggests in the manual, I made sure to get that size specifically.

Before you install the new MAF, note that the JEC/Autecs GREEN label plastic housing '92+ all used the same MAF (except turbo) thru '99 Legacy, Impreza and '98 Forester ('99 was Legacy OB/GT only). I'm so dumb - I left my cheap multimeter in my car, and the screen/case literally melted. It's just giving me random numbers and now it won't turn off lol. I went ahead and ordered a new MAF sensor because, well, it'll either fix the problem or I can return it and get a real multimeter if it doesn't...

I ran D-Check mode and it blinked at a steady rate while driving (suggesting no trouble codes found), but then I used the regular test mode and the MAF sensor code came up again. Looks like the MAF might be bad and cleaning wasn't the solution. I'll try changing that next and update if that lets me ...
