Unfortunately silicone bends like that aren't cheap. 2.25 diameter 90 degree bend is 50 bucks shipped. You can get one or two straight through couplers out of what's left of it though. The legs off the bend are really long.

With custom tuning on my meth kit I was able to run 22 psi on a vf39 without touching the stock fuel system or ECU. It was faster than a stock STi (straight line) as it was. I just put a larger turbo on a few days ago which sucked my turbo inlet hose shut at 22 psi to give you an idea of the airflow...

9 psi with a couple washers works well on some.
11 psi spring by itself works great in others which pull strong vacuum.

If you tell us which spring you have we can make a recommendation.

That's a good question but unfortunately I can't remember. I do remember the fuel pump had to be wired for switched ground instead of switched power on JDM STi swaps around that year.

Is the fuel pump priming?

I haven't tried putting one on a legacy turbo so I don't know what would be involved in the install.

You can get datalogit to tune via a laptop instead of the controller.
