why did the libery rs engines have so much more power than our legacys?

has anyone noticed that our hoods, or at least on my '91, shakes arround quite a bit at highway speeds? can i remove that peice in the midle of the hoodscoop that blocks air from coming strait down through the entrance to the engine on the bottomside of the scoop? would this make it catch the wind a...
