At a sanctioned event you pretty much only have to worry about yourself and your car. Unless you do something grossly negligent. If you need insurance to cover your car if you wreck it, race something else. Rude, but simply the truth. As far as health/hospitalization. No idea, never thought about it...

No, I'm not SURE about the 22e heads. Others here will know for sure if they can be machined to 22t specs.

I am sure about DOHC phase 1 heads. But that involves a new manifold. Those just imvolve drilling a tappin a few holes.

I would get the Turbo heads. They seem to be common enough and most seem to sell for a good price. To me, paying a bit for heads is worth not having to do machine work that isn't neccisary.

Make sure the radiator cap is not stuck closed. That could lead to very high pressures in the system.

On some cars a stuck thermostat can do the same. Not sure about Subarus in that regard.

A good used engine should only be about $1000 + install.

Not sure what your mechanic quoted you but compared to other cars Subaru motors basically fall out of the engine bay. If you source then engine and let them R&R it you can prolly get away with a bit of change in your wallet left. :P

The Legacy heads and WRX heads apparently use different coils. I grabbed a set of SVX coils and ignitor as spares in case my EJ20G had a dead coil or two. The SVX coils do not fit on a Legacy EJ20G. I wasn't saying that you can't drive it on the street. I would not pass up the opportunity to take it for a spin. I was simply refering to being able to use more than 300-400 HP in a rear wheel drive car on the street. That leaves ~800HP as unusable.

I think for that setup, I would let the EJ22t ECU fire the stock EJ22 ignitor. I would then let each channel of the ignitor fire 2 WRX coils. It should pull straight up after the bolt is gone. Your prolly fighting a ring of gunk on the inner edge. A bad crank seal will sling right there and collect dirt, then it hardens and can make it very hard to pull out.

I found a few more anomalies I wanted to point out and see if anybody knows about them. First my EJ20G has no purge solenoid. The harness has no connector for one either.
