Check the temperature sensor for the ECU. I've had very similar experiences that turned out to be the temp the ECU 'sees' was always cold so the ECU was always in choke or warmup mode in regards to fueling and timing.

By far the fastest way would be to obtain a good phase 1 75mm stroke crank (EJ18, EJ20, EJ22).

There is nothing wrong with a properly machined undersize crank, as long as proper bearings are available. Weigh the cost of machining vs. the cost of a good crank. Also, be aware that your choice of bearing brand/type might not be available in all oversizes.

The cam gears do not interchange between the phase 1 and phase 2 DOHC heads. The timing pattern is not the same and the diameter of the mounting surface is different too. If you swapped intake manifolds, you did what you needed to. The crank and cam sensors (and the knock sensor) don't use those connectors anyways. They connect at the rear of the motor directly to the firewall part of the harness.

I thought the second gen leggy was the worst! I have mixed feelings about the 2nd gen. I love them in GT form (especially a GT wagon), but prefer the first gen overall when not a GT. Also, I love the Outback in those years, but would prefer a (working) air suspension first gen if I had the choice. ...
