I think you are asking if these rods will work with a crank shaft with 48 or 52 mm journals? (phase 1 or 2)

I've got a brand new (still in the packaging) set of eagle h beam forged rods that was purchased to use in a ej22 turbo block with an ej257 crank.

I used this on my 94 legacy for a short time, it does make a differance, as there are improvements in rigidity that can be made on a bc.

Yes the 23 is a better/larger turbo than the 11.
The 23 is very similiar to the 34 and is ballbearing.
I can get you a new one.
