i have the same issue. i can turn the steering wheel without any key in and i have no replaced the airbag or steering rack or steering column. i haven't done anything about it.

i was looking at THIS and i noticed that the software only supported the SS. is there anything for NA's? can i use the Subaru Select Monitor (SSM1/OBD1) USB Cable? and even if i could i'd still need software right?

They usually face the rear and are located in the trunk. From what I have seen, they are fold away seats. How easy would it be to fabricate something like that?
