Do you mean the blower fan, the one that blows air for the heater and air conditioner? Or do you mean the radiator fan? I am guessing you mean the blower fan. The blower relay sometimes goes bad. I don't know which wheels you have, but the stock tires for the steel wheels (at least in the US) were 185 and 14 inch diameter. The 15 inch alloy wheels (on the turbos) came in 195 width.
