Hey there,
I have a post-facelift 1992 Legacy, and both tail lights are pretty much damaged.
Can I put the tail lights of a 1991 Legacy on my 1992, or have there been any changes apart from the design?

you could also just have clutch chatter, you said it stops when the engine stops revving up; how slowly are you letting out the clutch? if you're easing off of it slowly it might chatter.
