I used "Like 90" in my doors and inside rockers, it's self wicking that means it spreads even up the panel a little.

That's the main area that really rust out, and what I did with mine I replaced that foam with windshield urethane to seal it up from the inside after I was done with the repair.

The rear quarters you can cut the rust out and weld in a patch ether from a donor car or make one. Make sure you cut out the foam out in that area,(that's the reason for the rust) it is a moisture magnet that the factory used to seal the panels. I've done many times this way and it holds up good.

With your temps there you shouldn't have no problem keeping it cool, mine right now is totally blocked off with cardboard and it been in the 40's. I don't think its the radiator but you can try. Is the engine getting hot enough to blow coolant out or you just going by the gauge? If the t-stat wasn't...

Or you can go bigger an put LGT fronts on with the H6 rears, But then 17's I believe is required.

From what I read I know the n/a ECU from a 92-94 have slightly different fuel mapping, I'm sure it's because of the newer injectors. But not sure about the turbo ECU's.

Those tires don't really look good for ice and snow. I wish we had at least 6 inches because my car is a beast with VLSD in the rear and helical front diff.

Brake switch is under the dash on the brake pedal. I've accidentally unplugged mine once while doing something under the dash.

I would change the violent sensor, that won't throw a code and it is one of the major sensors that directly effects air/fuel mixture and its cheep 20$-25$.

I really sounds like the MAF isn't getting the proper vacuum signal, like a vacuum leak. Things I would do: Unplug every vacuum line and cap both ends. This includes brake booster, IAC,and PCV it will run with all of these pluged. If it starts and stays running then it one of those that has the leak...

Marvel mystery oil, or a quart of ATF in the oil to clean them out wouldn't hurt it. I would change the oil a put one of those two in and run it 3000 miles and see how it is.

Inserts seem like a lot of unnecessary work. Every other subaru engine uses the same threading and you can put in ARP studs and torque them to 100lb-ft if you want. I've seen lots of chatter about 2.5 head gaskets blowing and change them sooner than later. I have not had the issue on any of the 2.5's that I'm running and they have tons of miles on them. Personally I think the problem is the BS torque on the head bolts. The way they are torqued some make it to 8...

I bought mine from a local rubber supply company that has most every thing rubber and foam. I'm not sure where to get it other than that.

I used used a close cell foam with a layer of lead on top to cover my floor. Dynamat work well in the right places like: the inside of the outer sheet metal, that cuts down on the road and wind noise. But under the panel it doesn't do much. The best thing I've found is to place sticky back foam where it rattles.
