The check engine light comes on when the car is cold early in the morning, then doesn't come on when it's warmed up.

I have a 1995 Legacy twin turbo running stock turbos and the second turbo is set at 10psi but the boost gauge is only showing up to 5, the first turbo also goes to 5. It went to 10 once after i took the inter-cooler off and back on but now it's only showing 5 psi . What could be the problem boost le...
