So, got the 92 ss down to oregon DEQ for emissions testing yesterday. Valve cover gaskets still drip onto exhaust but at idle it reaches a steady state where it doesn't smoke visibly. Nope. Wastegate pressure will always be your minimum boost level.

You can change wastegate actuators to achieve a different minimum boost, though.
