Try 92-94 top hats.

Generally, we tell people with 92-94 to swap out tophats with a 91' when installing lowering springs for WRX's due to the tapered rear design. If the springs you have aren't tapered.. i'm thinking maybe 92-94 springs would work in this case.

What Binn said ^ ESL is a hell of a lot cheaper option to get full tune-ability with our cars these days. Although, if you already had a PowerFC, I would use it. Like stated above, I'm going to assume since 90' wasn't a turbo option that's why there's no hole. 91-94 we had the turbo option, so i'd assume that's why the NA cars have the spot for it.

Don't mess with your TPS right now. Just unplug the battery and let it sit for a few hours and give it another run. See if it still happens. Good to that you found that loose clamp, Josh was spot on the problem sounding MAF related.

I'll tell you this... i'd flip it and get an AWD Legacy. Clean it up and all that, and flip it. Personally what i'd do.
