Turbo or L?
In my turbo I always got 25.5 highway going Pullman to Seattle and back. I get 17-18 city for mostly suburbs.

Easy, just need to wire it up so that the ignition gets power when you push the button, instead of when you turn the key all the way. Am I correct to assume the key turns two clicks just fine but is difficult to turn once you actually go to start it? Google may be your best resource for this, should...

Ej22t, would be the cheapest and easiest worthwhile swap. Alternatively look for an ej20 of some variant, most Subaru swaps will be fairly straightforward anyway

I love it on that silver car. I wouldn't want it blended smoothly with the doors though, always looks weird, and these cars are plain enough as it is so I think they need something there.

Just a shot in the dark, but I'd imagine if equal length was more beneficial then the manifold would be equal length. But if it fits you could try it, can't hurt.

If it rubs it's not STi suspension, stock STi gives you about stock ride height. And because of that pretty much anything for a WRX up to 07 or an '04 STi will fit with minimal modification. The silver facelift model with the gold wheels has an aftermarket front bumper.
Biggest thing you'll notice is the headlights and tail lights, but the front bumper, hood, and fenders are different as well, probably among other things.

The speed sensor is in the dash on the first gen legacies. It sounds like that is fine. Your problem is the cable. Fix the cable, and your CEL/code will go away. What do you mean? Well, I found it and took it out, and it seems to be in tact, I'm thinking about just buying a new assembly just to see if that fixes it since it seems to be about $36 if I'm looking at the right part...
