^^ Subaru.com says the Base 2.0L Impreza with CVT gets 27/36mpg. I would call that improvement, as my car struggles to get the Impreza's city mileage, on the highway.

If you're looking at the WRX, yeah that's only rated at 19/25 mpg, but that's a turbo/performance car. They are not built for "economy". As Mike pointed out, the non-turbo gets 27/36, and that's quite a bit better than the first gen Legacy's EPA mpg ratings.
