engine rebuild to pass the inspection with a bad turbo on it

yea i manage to get a legacy 1992 in good condition beside the turbo and engine need some gasket job which i had since i was about to rebuil my 94 which as got in fire

the problem is i buy that car from toronto and i dint pass the inspection not immatricualtion either i bring it back to quebec but now i need to fix it so i can pass the quebec inspection whic is going to be emission and general mecanic

the problem is the turbo dont spool at all seem like something is going wring i can see a lot of clunk all around the wastegate, so if i wanna change the turbo i would love to go a bit bigger but i guess if its that case i wont pass the emission????

so i am shoppping around and try to get advise from guru from this web site
i have a lot a brand new part which may help to make the car look more decent but i definitly need to fix the brake and see what can be done to pass the emission test
anyone know what need to be done, cant really ubgrade it with modification before having the inspection!

If the turbo is bad, I'd suggest just replacing the turbo with a working vf11 so you can get the car running, inspected, and then work on modifications. Adding modifications to something that isn't working properly can add more issues, especially trying to troubleshoot problems.

What problems are there with the engine?

i cantell that the gasket from the valve cover are leaking beside that i hear some kind a tic ti c tic like all the suby i own
but this one is a bit louder. the car run great beside that
i just need to find a working vf11 somehwere kinda hard to find

i found some ej22t head for 40 box i may get just in case there is something else
i have like so many part for that car.

ill take some picture of the engine bay for ya

If you know you have valve cover gasket leaks, I'd go ahead and replace them and the normal leaking gaskets. If you're pulling the valve covers off, you might as well pull the rocker assembly off, check the lifters, and then bleed them. That will probably help with the ticking noise. Also, change the oil.

i will definitly do that, my only worry really is doing the timming belt all by myself with the water pump etc...

As long as you get the correct timing marks lined up, and the tensioner compressed & installed properly, you should be ok.

okay thx
im currently disassemble my old 94 apart to keep parts ,i may need later on for the 92
kinda big job removing all the inside out huge job.
i have been doing this for the last 3 day
i mostly just have the dash to remove and trunk and everything else is done except for the mechanic under the car
i will cut the whole car a part .
i had trouble with the torx screw i had to order the special tools for it.

sad thing is the entire body was immaculate from rust which i don't know with the 1992
but for me its was more simple that way or else i would have to put the engine into the 1994 and fix any kind of break she had from the fire.
