Why does my vin say BJ instead of BF?

Because your chassis IS a BJ and not a BF!
Allow me to explain. There are apparently 6 different legacy/outback chassis; BF, BG, BH, BJ, BK, BP
So now you're asking, well what's a BJ and BK? A BJ is a 90-94 Legacy wagon (except GT) and a BK is a 95-99 Legacy.
Well why are the legacys 90-94 (except GT) Legacy's BJ and 95-99 Legacy's BK you ask? Because they do not have a raised roof.
So THAWA, where do BF, BG, BH, and BP come in? BF is the 94 Legacy GT wagon, note it has a raised roof. BG is the 96-99 Outback Wagon, note they all have raised roofs. BH is the 00-04 Legacy Wagon or Outback Wagon. Note those all have raised roofs. And BP is the 05+ Legacy Wagon or Outback Wagon, note also that these have raised roofs.
To summarize, unless you have a raised roof, you dont have a BF.
This also explains why it seemed that FHI went from BH to BL, because J and K were already used
