Uneven idle at startup

I have a '93 Legacy, 4 cylinder, non-turbo. When I start it in the
morning the RPMs soar to over 2500 then back down to where it almost
stalls. This lasts for about 20 seconds then it runs fine. I've
replaced plugs and PVC. My 92 Legacy starts up and idles just fine.
I'm confused. Please help. Thanks.

Time to check the ISC motor...they can get gumed up over time with carbon, etc., or at some point,t hey can stop working altogether, If you have even a simple manual like Haynes, it gives you the steps to go through checking it....very simple to do, all that is required is a multi-meter.

I have a 93 Legacy 5spd 130kmi had the same problem high idle to 2000
then 2500 changed original ignition wires then 3000 changed plugs
30kmi old then rough idle I tested engine compression all cylinders
are perfect then it would take 10 minutes to stabilize the idle then I
knew I had something really wrong. All of this took 1 week and got
steadily worse. The problem was two small cracks in the intake
manifold gasket affecting one cylinder. Now it runs idles perfect. You
may want to retorque the 8 intake manifold bolts to 25ftlb for the
outside, 4ftlb for the inside. Yes, 4ftlb. In the event that these are
loose, the 4ftlb ones.
