Can anyone recommend a economy handheld scanner that would work for my 92 and 98 legacy, thanks.

Scanner, like for reading engine codes?

None will work for both cars.
On the 98: It's OBDII compatible, so any cheap parts-store code reader will work.

On the 92: See here for the procedure on pulling codes from the ECU:
