HELP!!! 1994 Subaru Legacy key on multiple relays click

I have a 1994 subaru Legacy with the turbo engine in it. I went out one morning to go to work and the car will crank but not fire up. the issue i am noticing is when i turn the key on the fuel pump and the electric fans turn off and on and i can hear the relays clicking too. i am stumped with this issue and was wondering if anyone else has had this problem
