The only place I know would be a dealer, but then again I never really researched that.

I do have a stock turbo from my own car, if you're interested. Checks out fine with no freeplay in the shaft. Spins freely.

You could also try TEC in Golden, CO. I've heard they do wonders to turbos.

Haven't had a Subaru turbo rebuilt, but I've had 2 Mazda 323 GTX turbos rebuilt through Turbo City in Orange, CA (www.turbocity.com). They did a great job and also sell rebuild kits for the do-it-yourselfer.
