Not boosting properly ?
I have a 1995 Legacy twin turbo running stock turbos and the second turbo is set at 10psi but the boost gauge is only showing up to 5, the first turbo also goes to 5. It went to 10 once after i took the inter-cooler off and back on but now it's only showing 5 psi . What could be the problem boost leak ??

Does the check engine light come on at all?
I would start by checking all of the vacuum lines to ensure that they are good. We didn't get the twin turbo Legacy here in the states, so we might not have a lot of direct experience to help. Where are you located?

The check engine light comes on when the car is cold early in the morning, then doesn't come on when it's warmed up.
I'm from the asmall country New Zealand and I'll try checking the vaccum lines and see it that works !

I'd recommend trying to pull the codes from the ECU. Since the check engine light is coming on, the ECU is storing a code and should help point you to the culprit.
I'm not sure if the overseas cars around that time were OBD2 and could use a standard code reader, or if they were Subaru specific.
