I recently replaced a sliced vacuum line that was causing my boost to spike past 14psi. I had it set with a MBC at 11-12. When I fixed the leak, the boost immediately dropped to 6psi. Now, no matter what I set on the MBC, I cant change the level from 6. Any suggestions, or is it just a faulty boost controller?

6psi is what the wastegate actuator spring does on its own, so somehow your wastegate actuator diaphragm is seeing full manifold pressure.
Your MBC might be stuck open, or somehow connected incorrectly. Try taking the MBC and blowing through each of the hoses going into it; you shouldn't be able to blow into either of them (unless you can blow at 11-12psi, in which case you should be able to blow only in the forward direction).
