I've got a vacuum leak somewhere in my engine, but i sure as hell can't find it. Can i just buy a turbo and associated pipes, boost to 0psi and not have any more vacuum to leak out?

You can, but then you risk running the turbo out of its efficiency range. I'd get an intercooler to help keep temperatures down.
