Swapping out my EJ22T from my 93 Legacy Turbo Sedan to a 1995 EJ20G WRX STI engine. I removed the timing belt cover to inspect and found the driver side exhaust cam is missing a small chunk on the lip causing the timing belt to wear on the outer edge, heavy belt wear present as well as scoring on idler pulley, also noticed timing belt tensioner has been upgraded to new style with extra small pulley. Is this the cause of the cam gear failure? See detailed pictures

No the tensioner is not causing any issues.
Yes you need to replace that cam gear. Looks the same as a Legacy GT 25d part.
