Nope... Prob is inside the tranny it seems. Whelp good thing I'm replacing the driveline anyway... Looks like I'm pulling the engine and redoing the seals in the summer too

It can be disconnected. You don't need it. When the car is sitting exceeding a certain angle from level stopped, the brakes are held until the clutch is re-engaged. It's been about 8 years since I've looked at it, but if it's the hill holder, the cable should follow back to a lever at the master cylinder.

The clutch pedal just sits on the floor when I press the clutch, clutch goes down excessively hard

Well in the 1st pic you can see the clutch cable is almost not on the clutch fork at all.

loosen the double nuts on there, get the cable inside the fork properly, and put the double nuts back on. I think you want to tighten it to the point where you start to feel tension on the cable. It's been a while since I've had a cable clutch subie, but I remember doing this semi regularly.

This is after I took the cable off the fork, boot on the fork is cracked

I pulled the clutch cable off and had to pull the fork back into position. Cable moves freely

OIC haha. Well I'd take the spring off, it seems to be related to hillholder as evo mentioned.

Clutch is probably stuck. In the old days before clutch pedal interlocks (stupid government laws pandering to morons), you could sometimes break it lose by by starting it in gear. Didn't always work, but was probably worth the shot. Now, it means you're pulling the engine no matter what unless you bypass the interlock, but IMO, it's not worth it. Mine is stuck, but I have a new clutch waiting for me to ever finish the rear quarter panels and reassembly.

At least $5 grand since the gas tank needs to be swapped, rear subframe, full suspension, all the little brackets, fittings, braces, and all the little detail stuff etc. I'd recommend getting an AWD parts car to save some serious headache and cash while you are sourcing parts.
