For this upgrade could I get away with 17 in. rims? And what’s the minimum offset required to get around them. Any advice would help thanks

I would think 17" rims would be fine for this. As for offset I think it depends on the rim design.

Yeah it comes down to wheel/spoke design more than size or offset. There are a number of 15" wheels that fit over those but most oem 16x6.5 wheels do not fit because of the width of the calipers.
I think there is a forester wheel that works, the 16x7 wheels that came on the 98-01 impreza rs fit, and then any stock 17 should work fine.
