Well....I guess see if the new harness helps. That's about all I can suggest right now.

found out yesterday the shop that did the engine work put all the old dry rotted vacuum lines back on. so the shop that pulled and put my trans in is going to redo the vacuum lines. i called the shop that did the engine work and they wanted me to pay them to fix their laziness. i rather pay the shop that hasnt screwed me over to fix the first shop's laziness

I would fight that with them and indicate you did not open the box. That's BS.

well they hard wired the speed sensor still no luck. only thing they can think of is the ecu. they tried everything they can think of to erase the codes. so i may be on the market for a ecu

ECU's don't typically go bad.....I hate to say it, but they're just guessing at this point. It will take someone with a good working knowledge of electrical troubleshooting to spend the time to read all the wiring diagrams and test the circuits to see what's bad.

Someone needs to go through the wiring and wiring diagrams.

IMO, these cars are not good cars for primary transportation unless you are good with doing your own maintenance, and/or found one that was very well taken care of. Turbo cars tend to take a lot more abuse and wear & tear. Right now is about the age range that a lot of problems are going to surface.

I'm not sure what to tell you. There are a lot of Subaru shops in the Colorado area, and there's got to be one that is willing to spend some time troubleshooting things for you.

Colorado guys/gals, do you have any suggestions for a good diagnostic shop?

its at my local shop that specialize in subaru's. i even gave them your print off to clear the codes and nothing.
it idles fine it doesnt run super rich anymore. it just wont shift.
i have to manually shift it up to 3rd. then once i get it up to 65 i turn on the cruise control set it and bump it to drive and it will shift to 4th and the rpm's drop to roughly 2400 or so. the trans is freshly re built

You said you still have codes in the ECU and the TCU, correct? Or do you just have the TPS & VSS1 code in the TCU?

on the tcu it has the codes for tps and vss 1 on the ecu it shows the codes for O2 sensor tps the tps is new so is the O2 sensor. they replaced the vss 1 with the one i got from the dealer. they had to hard wire it in. they are checking the wiring for a 3rd time

Since you're getting a code for the TPS on both the ECU and TCU I would suspect the wiring between the TPS and ECU & TCU. Have they checked the wiring?

Which wiring diagram are you referring to?

These are the TPS testing procedures, but they would also probably need the wiring diagrams, which can be found below the TPS testing procedures.

That last link is most of the engine section from the factory manual and engine wiring. Try downloading it and looking through it. If you or the shop has issues finding it, I will try and pull those specific pages out.

The inhibitor switch is just that, a switch. It does not control anything. It provides input to the TCU, which controls the transmission.
