How to get my 91 turbo on par with a wrx?

what do i need to do to make my 91 legacy turbo 5mt to be as fast mabee a bit quicker? how much more boost? what about my heads? also my engine just rolled over to 280 000km but its still running mint so is there really a need for a rebuild?
