Removing rear panel?

I don't know what else to call it, the panel between the tail lights. I don't really like it, and I saw this on rsliberty club

Can you do that with the US spec car? anyone have any better pictures of it, it's hard to see how it looks from that angle. What about just painting the panel black?

Sorry if this question has been asked, which I assume it has, but I wasn't sure what to search for, and what I did try didn't pull anything up.

EDIT: Now that I look at it, the trunk lock is on the panel...

Kind of, but I mean the ghetto way, haha, I'm poor. I mean either just taking off the panel, or painting the existing panel black, not actually getting the EDM piece.
