Yesterday it was below 10 degrees F and when I started the car the
tach in my '93 Touring Wagon started making a wild noise, like it was
going to spin right out of the dashboard! After a few seconds it
stopped (thankfully) and it didn't happen again. Anybody experience
this or can explain it?

Frigid weather tachometer noise
I experience this on especially cold mornings, but
mine is associated with my speedometer. It seems the
cold is when there is little lubrication and the cable
or speedo head has to have a chance to warm up. I've
experienced the same phenomenon with my '89 Toyota PU
and my friend sees it in her '87 Toyota Celica. I
would guess to fix it would require speedo cable lube.
I've gotten used to it, now that I know the cause and
just live with it. But I would say you are very
possibly experiencing a similar problem.
Good Luck,
Andrew
