I'm on my second legacy Rs , first was a few years back (15) 89 jdm legacy Rs
Second is 92 jdm legacy Rs bought last year, the car is very clean apart from rear
strut towers 2 nice holes on outside facing panel, is cutting out rot and welding in
new metal best option. Car is being stripped and resprayed next year.

Welcome, yes that is the best option and when you cut it out make sure you dig out the factory seam sealer as it soaks up moisture. That is the cause of the rust in these cars in the rear quarters and to keep it from coming back use epoxy primer to seal it up.
