No.
If the engine never ran after the repair I still feel there may be something else wrong or the repair didn't work.

I know the engine won't run without the crank sensor, but I thought I read something that the engine may run (poorly) without the cam sensor. It might be worth trying to unplug. The worst case is nothing changes.

The Legacy Turbo also uses a falling signal. That is how my Link ECU is setup and how the other base maps are setup for Subaru's.
