If it's not shiny and clean I'd definitely recommend using emery cloth or sandpaper, or at least a wire brush. I know it's a pain to reach in there, but still.
Also make sure the bolt doesn't have any rust on it. Clean it off with a wire brush. If it seems really rusty (it shouldn't) then you might want to try to somehow clean the threaded hole in the block too...
It couldn't hurt to run a new grounding strap there too... Just put the bolt through a ring terminal before it goes through the sensor, right?
The reason I suggest that is that I'm not entire sure whether the primary problem with a dirty mounting surface is electrical or mechanical. A grounding strap could take care of the electrical part.
