It's a cable linkage, so there should be enough slack.

clutch pack

If the clutch pack is burnt out does it usually make a howling sound tight turns under WOT?

You should see your Subaru Dealer parts guy for the part# because it is specific to your VIN# and similar part but not matching your vin# = disaster However a parts catalog is available at surreal-image website 75mb long though
