Is it a rotary type valve?

If so, it should work the same.

Constant flashing at a steady rate means no codes. This is normal, if you don't have any codes stored.

As for the voltage stuff. Your lights will dim if idle drops because the voltage output on the alternator is not as high.....

The mechanical issue with the valve, it's possible. If you remove the electromagnet portion and it spins freely, it's probably not a mechanical issue.

I finally put on the new IAC valve Phil sent me. It has helped the idle for the most part. I reset the ECU, so it'll probably get better the more I drive it. But hopefully this solved the issues I was having.
