I think a little bit of common sense will give us our answers.
Subaru had the (now called) Loyal at the end of it's lifespan. It prolly didn't want to give up any market share. In fact it most certainly was looking to increase it. So a new small car was going to replace it for sure.
So...your a small(ish) company and your looking to save a few bucks. You also just released a slightly larger sedan that is currently getting pretty good reviews. You just blew a wad on a brand-spanking new engine design, so that's going to be part of the package also.
Doesn't take a genius to realize how the Impreza was born. Virtually every car maker does the same things to a certain extent. Other than the Justy, Subaru already has a history of making almost every car in it's line-up on the same platform.
Any input from Prodrive (and indirectly Colin) I'm sure was limited to details (and maybe styling), But as we all know, racing IS in the details.

impreza is a race car thats why there is more stuff for it and it kicked ass in the rallys.
legacy turbos are the best of both worlds, but they made nothing for this car in performance only after the impreza came out they whent nuts at subaru sti fuji.
all i have to say is glass head lights and light car thats why i drive a impreza. if they would have spent more on the legacy turbo like head lights i would have stuck with my legacy turbo, and striped it down so much that it was lighter then a justy.
