You're right about the explanation - ha ha ha!! In the UK we're blessed with a law that says cats are required on all vehicles registered during or after september 1992. I have a 1991 Legacy GT wagon and also a 1990 1.8 GL wagon. The 1.8 never a cat on it from new and the GT I don't know cos it only came into my ownership late last year without any cats. I've since replaced the decatted exhaust on the GT for a much better flowing job made by Mongoose.
I'm making an assumption (albeit a sound one based on my subaru workshop manual) that the manifold (collector?) on your 2.2NA is the same as my 1.8 variant. On my UK car it had a silencer in this part and not a cat. I think the cat will be the one on your mid pipe as you say. I did change the downpipes (it's not really a manifold I suppose) for a custom stainless job at the difference was amazing even on the puny EJ18. Unfortunately, after an incident with a flying truck tyre the place that fixeed my car replaced the downpipes with a factory standard job and binned my stainless lovelies (bast##ds)!!! Anyway, the O2 sensor is not on the collector (at least not on my car anyway). However, it can be on the GT car depending on age (it is on mine).
I think your question is about the exhaust joint on NA and turbo - if they are the same place? I can't say for sure short of taking the mid pipe off both cars. I can, however, compare my manuals with dfullerton's (he has the 1992 workshop manuals) to see. I take it you're trying to put a turbo exhaust onto your NA??
