loosing water problem

I've got a 1990 legacy turbo wagon with a EJ2.0 litre motor.
I've had a intermittent problem with the car loosing water by blowing
hot steamingwater back out the water tank in the side guard
This problem doesn't happen all the time, and is only occasional.
I've had the motor checked out for blown head gaskets, by testing for
exhaust gases in the radiator water, the garage told me there were
none to be found, and that the car got up to normal temp, and
therefore pressure and didn't continue to increase on either -
apparently nothing wrong to be found.
This test was done about 100km ago.
Today it played up again, so I noted a few things.
When I went to replace the water, the radiator hose from the header
tank probably took about 2 cups of water (not much at all), however
there is two hoses that come off the header tank, one for the
radiator, and another that is at the bottom of the header tank and
heads over the top of the motor and then downwards.
What is the purpose of this hose, as I probably poured about 6 litres
of water down this hose, and then decided to stop, I think this is
the cause of the intermittent problems that I'm having, and that it
is this hose that is causing the pressurization and blowing the water
out.
I'd also appreciate any other ideas.
