I'm looking at a '92 Legacy wagon without a factory rack. Ideally,
I'd like to put Yakima crossbars on it. I do have Yakima raingutter
towers, but it doesn't look like they'll fit with the tall trim piece
over the raingutters. Adding tracks, or bolt-on false gutters are
possibilities.

Any advice?

Yakima makes a tower that will fit, and you can most likely find them used.. At least around here they are easy to find... Try a search for "The Sports Rack" here in seattle. They deal in used Yakima and Thule stuff
