hesitation just after startup -- 91 EJ20

The car starts fine and idles well, but from about 30 seconds after
start unitl about 2 minutes after start, the engine boggs badly whenever
you give it a bit of throttle. RPM drop to almost zero -- you can stall it
if you persist. After a couple of minutes everything is fine. No other
drivabilty problems. Codes are 13 and 31. The latter is throttle position
sensor, which makes sense. Any ideas?
The problem might be temperature sensitive. In warmer weather it seems
to take a little longer to appear. I don't remember it ever happening after
a start on a fully warmed engine.

It is possible that your TPS has a break in its resistor or something. Try measuring the TPS voltage as you slowly move the throttle from fully closed to fully open, and see whether or not it changes smoothly throughout the travel.
