A slight case of rust

So it seems that I have a little bit of rust bubbling underneath the paint right above my windsheild. It's not much but Id like to stop it before it gets worse. Would sanding it down and throwing some primer on it work or is there more to it than that?

Depends. If it's coming from under a bad seal you'll have to pull the windshield and fix it, then replace the windshield and make sure it's sealed properly.
