Can anyone identify the strange, thin sprocket-type piece in this photo that sits on top of 1st gear?

It meshes with the 1st drive gear on the input shaft, but has a different tooth count than 1st driven gear, so it'd spin at a different rate. What is it?

"Spring - 1st driven gear"

Now, what the heck does it do?

is it maybe that piece that doesn't let you go into first sometimes? or is that just one of my idioSYNCHROsis...?
