Starter, Ignition switch, or something else?

A 1992 turbo legacy when started the other day started making loud noises from the engine compartment, after shutting it off it was still trying to turn over repeatedly, it sounded like the car was trying to start, this even after the key was out of the ignition, it stopped after about a minute or so, I am afraid to try and start it again before fixing the problem! I thought the starter may have been going bad because every now and then for the last couple weeks when I tried to start it, it would click once and not turn over, after turning the key to the off position and trying again it would start, now it did the other thing! Is this indeed the starter or could it be the ignition switch or something else? Any help would be greatly appreciated, I need to fix this as soon as possible! Thank you all!
