DAAAAAMN
That basically means moisture trapped between the carpet and the floor.
My truck had a small leak in the rear that was running down the inside and to the lowest point: the driver's foot area. Started rusting bad.
SO, I drilled a small hole for draining, sanded the rust down to good metal, and put bedliner all over the whole area.

Well the only leak I know of is the sunroof which leaks on my head not the floor.. It's just from all the winters the floors get soaked.

The easiest way to deal with that situation is to clean it up and lay some fiberglass cloth over the entire area, using enough resin to be sure to seal up all voids between metal and reinforcement cloth. You'll also pass inspection that way, the inspection man around here doesn't like to see holes that exhaust gasses can enter.
If you run the fiberglass up the sides a bit it'll form a rust-proof "bowl" and hold any water without doing additional damage. A drain hole at the low point is a nice touch.
On the other hand, my bro once avoided what might have been a nice stay at the county "facility" by disposing of certain materials through the rust holes in his Volvo floor, while being pulled over. So holes do have a good side.

Check your sunroof drain tubes. They may be dislodged or clogged. If so it will both leak on your head, and may drain into the body cavity (and out onto the floor) instead of out the bottom of the car. Sunroofs are made to leak, but the water is supposed to drain off of the channel surrouding the openeing into the tube or tubes. The "seal" around the sunroof is for air, not water. The tubes can sometimes be cleared with flexible wire, like from a bike cable.
